Having one’s own home is a basic right. Due to the hike in the price of everything, it has become difficult to build houses. It is a historic initiative to establish well-equipped shelter homes (panahgahs) under the umbrella of the ehsas program throughout the country. This initiative won the heart of the Downtrodden segment of society.

The PTI government launched the Ehsaas program to provide shelter homes and free meals to reduce homelessness. The Ehsas panahgahs are located in different cities in Pakistan. These panagahs provide a safe and clean environment to those unable to bear the expense of housing. These temporary shelters contain separate men’s sections and women’s sections. Facilities like clean drinking waterwashroom for micturition and bed for sleeping are provided to daily wage earners.

Ehsaas panahgah Registration

There is no complex registration procedure for an ehsaas panah gah As you need to go to the nearest Panahgah without any paperwork. This program is designed to help people who need a safe and comfortable place. This initiative is a part of the Ehsaas Kafalat program, which addresses poverty, inequality, and social exclusion in Pakistan.

This initiative was launched in November 2019. In 2021 there were 34 Ehsaas Panahgahs located in various cities, including Islamabad, Lahore, Peshawar, Quetta and Multan. A free meal or also served to the residents. If you want to stay in Panahgah for over three days, you must register yourself.

Ehsaas Panahgah Eligibility

All those people who are homeless and unable to bear the rent expenses, can stay in panah gah part 3 days. If anyone wants to stay for more than 3 days, he must re-register his ID card at the counter.

The Ehsaas Panagah program is intended to provide temporary shelter and food to the homeless and destitute population of Pakistan. As such, the eligibility criteria for availing of the services under the program are as follows:

  1. Homelessness: The program is designed for those who are homeless or living on the streets.
  2. Income Level: The program is primarily aimed at individuals who do not have a regular source of income and are unable to afford basic necessities such as food and shelter.
  3. Vulnerability: The program also targets vulnerable groups, such as women, children, elderly individuals, and people with disabilities.
  4. Citizenship: The program is open to all citizens of Pakistan, regardless of their ethnicity, religion, or gender.
  5. Identity verification: Applicants are required to provide valid identification documents, such as a national identity card or a passport.

Online Panahgah Program form

A Computerized form is filled by the administration of panahgah After a panagahs Seeker provides his identity card. After filling out this form, a card is given to the seeker. The following information is present on the card.

  • Date of entry
  • Bed number
  • total stay. You can stay for 3 days in Panahgah.

To my knowledge, no online application form is available for the Ehsaas Panagah program. The government of Pakistan manages the program, and applying for accommodation in a Panagah involves visiting the Pannah Gah in person and completing a registration form there. The registration form requires basic information such as the name, age, and address of the person seeking shelter and any special needs or medical conditions they may have.


In some cases, homeless individuals may be identified and referred to a Panagah by local authorities or non-governmental organizations working in the area. However, for most people, accessing a Panagah involves visiting the facility in person and completing the registration process on-site.

  7. You can click on each center to view its location on the map, address, and contact details.

Ehsaas Pannah Gah objective/ objectives of panahgah

The main aim is to provide shelter and free mail to deserving ones. The following services are provided at Panahgah.

  • night stay for passenger
  • medical facilities
  • cleaning drinking water
  • breakfast and dinner daily with proper Hygiene.
  • Free Food Facility

To improve the social and economic well being, it was decided in 2019 that panahgah would be constructed at divisional headquarters across Punjab.

  1. Homelessness: The program is designed for those homeless or living on the streets.

  6. To prevent deaths and injuries from exposure to harsh weather conditions, especially during extreme weather events such as heat waves, floods, and earthquakes.
  7. To provide relief to marginalized communities during times of crisis, such as natural disasters, civil unrest, and pandemics.
  8. To reduce the burden on public health facilities by providing basic healthcare services to the residents of Ehsaas Panagahs.
  9. To promote social inclusion and reduce stigma towards homeless and vulnerable individuals by providing them with a dignified living environment.
  10. To create employment opportunities for the residents of Ehsaas Panagahs by involving them in the management and maintenance of the facilities.
  11. To strengthen social safety nets and reduce poverty in Pakistan by providing basic amenities and services to those in need.
  12. To collaborate with other government agencies, NGOs, and private sector organizations to ensure the sustainability and effectiveness of the Ehsaas Panagah program.

How many Panahgah are there in Pakistan

The number of Panagahs (shelters) established under the Ehsaas Panagah program in Pakistan constantly changes as new ones are being set up and existing ones are being expanded or relocated. As of September 2021, there were around 65 Ehsaas Panagahs in different parts of Pakistan, including major cities like Islamabad, Lahore, Karachi, Peshawar, Quetta, and Faisalabad. However, this number is subject to change as the program expands and more shelters are established to provide temporary accommodation and other basic facilities to the homeless and needy people in the country.

5 Panahgah are constructed in the Federal capital Islamabad at Bara Kahu, Mandi mor, Peshawar mor, Tarlai and Tarnol. Initially, 5 Panahgahs was built in Lahore, and 8 more were conducted letter, which are located at LOS Ichra, gaju Mata, kot khawaja saeed Hospital, Band Road, Johar town, Shahdara, BB Pak Daman Ali complex, 1 Panahgah constructed in townsa Sharif.

On the direction of ex pm, Mr Imran Khan, 84 Panahgahs would be built by the deputy commissioner and hospital administration in collaboration with Philanthropists Across Punjab 2023. One Panahgah is constructed in Gujarat at Aziz Bhatti Shaheed Hospital. all the Panahgahs that is Operational are controlled by the social welfare department.
